About 35 silver and blue memorial ribbons were placed along the wrought-iron fence at the Capitol on Friday. Dave Smith, whose family owns the Carson Flag Store, frequently makes up ribbons in honor of people and causes in the region. “We knew Kenny Guinn, so we were really upset when we heard about his death,” Smith said. “I used to work for the state, so this was a family gesture.”
