Sen. Harry Reid sees progress in making Congress functional

The addition of President Barack Obama’s proposals into the House-Senate budget debate doesn’t really further complicate the process, Senate Majority Leader Harry Reid said this week. “We don’t mess with presidential budgets much,” Reid, D-Nev., said in an interview with the Nevada Appeal.
