Supes to look at city manager, employee pay

Pay for the next city manager and everyone else in city government will be major topics at the Carson City Board of Supervisors meeting Thursday.

Listed under the Human Resources Department’s part of the agenda are five items, the first pair on a classification and compensation study done by Pontifex Consulting Group LLC, and adoption of the city’s compensation philosophy.

“As indicated in the Pontifex report, the city’s compensation philosophy in the past has been to pay jobs at market competitive compensation levels,” according to a staff summary of the latter agenda item.

The other three Human Resources items are aimed at setting the salary for the city manager position, approving a city manager recruitment brochure developed by Ralph Andersen and Associates, a head hunting firm retained by the board, and providing the head hunter with names of organizations that board members want represented on a citizen’s committee to help in the city manager search process.

Larry Werner, city manager for nearly six years, announced his resignation in October. His final day was Dec. 19. Deputy City Manager Marena Works is serving as interim city manager while the search process is under way. The citizen’s committee would help in the search process, but would just be advisory.

“Each board member will be asked to provide the name(s) of the organizations they believe should be represented on the citizen’s committee,” a staff summary said.

The Andersen firm, a northern California-based headhunting company, then would establish the panel for public input as a pool of candidates emerges.

The board, as usual, begins meeting at 8:30 a.m. in the Sierra Room of the Community Center, which is at Roop and William streets. The personnel-related items are scheduled in the morning part of the meeting.
