U.S. government and private individuals send troops, equipment, medical teams and supplies, temporary housing, search and rescue teams, food clothing, etc.

Mexico's Reaction

OPEC, a coalition of oil producing countries of which Mexico is a member, in order to exact a greater return for their product, decide to cut production. Mexico agrees.
