Rolling 'A' Ranch goes to commissioners

YERINGTON - The proposed Rolling "A" Ranch residential development will be presented to Lyon County Commissioners for approval Friday.

Owners of the 6,300-acre former-cattle ranch are requesting a special use permit and approval of a tentative subdivision map to allow the creation of about 750 lots on 436 acres between Highway 50 and River Road, about three miles east of Dayton.

The planning commissioners recommended denial of the proposal on Oct. 12. That decision was based on opposition to the developments density, closeness to flood zones, traffic concerns and "overwhelming public opposition." Commissioners said the current zoning allowing for larger lots was more appropriate.

A petition of protest containing more than 50 signatures was submitted to county officials.

Ranch owners are requesting the higher housing density in exchange for providing an adjacent 460-acre greenbelt along the Carson River. According to the Rolling "A" map, existing county zoning regulations would currently allow for 1,157 residential lots within the development's boundaries.

Following several meetings between residents and project engineers, changes were made to the original proposal, including increasing minimum lot sizes from 6,000 square feet to 8,000 square feet and changing street alignments to address increased traffic concerns on River and Cardelli roads.

Engineer Dave Heffern, representing the Rolling "A," said under the current proposal more than 50 percent of the total number of lots will be larger than 8,000 square feet. He added that plans had been changed at least four times to address concerns, including reducing the number of lots from the originally proposed 908 to 750.

The proposed main entrance to the subdivision is south of Highway 50, directly across from and aligned with Occidental Road at the Daytona Heights subdivision to the north of Highway 50. Other existing points of access are from River Road, Cardelli Road and two points on Ft. Churchill Road.

All lots will have both domestic water and sewage service provided by Dayton Utilities. A recently approved regional wastewater treatment facility site is to the south of the subdivision.
