The names of Carson City businesses that sold alcohol to an 18-year-old "decoy" working for the Carson City Sheriff's Department have been released as part of the department's three-part program to battle the sale of alcohol to minors.

"When these stores see their names they're going to be ticked," said Detective Sgt. Bob White. "But I want them to be ticked."

An 18-year-old Carson High School student with true identification walked into 54 stores to purchase alcohol on July 10. Twelve of those sold alcohol to the decoy.

"That's 22 percent," said White. "That's too high."

Rather than citing the businesses at the time and slapping them with $800 fines, the department gave them a warning. But more stings are coming as part of the next stage.

"And next time, there will be citations," said White.

The program, which is sponsored by the Nevada Juvenile Justice Commission, is aimed at educating business owners.

"To enforce the law --Enot only through citations but also though education --Eis the goal," said White. "And the best way to do that is random, unannounced stings."

More of the stings, where the underage decoy goes in ahead of deputies, are scheduled in the next few months, but White will not say when.

"If they know when we're doing it -- even what month -- they're going to beef up their security and that would just be a waste of our time."

As the stings continue, a tally of businesses in violation will be kept for reporting to the Liquor Board on revocations of licenses.

The Sheriff's Department is working in conjunction with the "Stand Tall, Don't Fall; Students United Against Underage Drinking" program. The effort is paid for by a grant from the state's juvenile justice commission.

"The sheriff's department is 100 percent behind this thing," said White.
