A 211-unit planned-use development called Heritage Ranch is being proposed for the Dayton area. The developer, Jack White Custom Homes, is bringing 125 acre-feet of water rights to see the project through.
The development of single-family homes will be built along Sheep Camp Road, off Fortune Drive north of Highway 50.
Lyon County Planning Director Steve Hasson praised the proposed development, calling it the nicest he has seen since he has been with Lyon County.
"This is a beautiful development," he said. "It's a fill-in development; the area is developed all around it."
Hasson said 20 percent of the 55-acre project has been dedicated for open space in accordance with the county's planned-use development ordinance.
Water rights of 125 acre-feet from the Dayton Valley groundwater basin have been transferred from Carson City to Lyon County, according to Mike Workman, Lyon County utilities director.
The water rights were purchased from Tim Bertagnolli by White and will be used for the Heritage Ranch development.
The point of diversion will change from the Mound House area to Dayton's Cardelli Well, and the manner of use was changed from industrial and domestic to municipal.
The changes have been approved by the Lyon County Board of Commissioners.
"The water rights that were being transferred are within the basin," Workman said. "The basin runs from Carson City into Lyon County and because the point of diversion was between counties, the counties needed to act on it."
Lyon County ordinances require developers to bring water rights sufficient for a development. Hasson said Heritage Ranch will receive water and sewer services from Dayton utilities.
The Heritage Ranch development proposal will be submitted to the Dayton Regional Advisory Committee at its regular meeting on Dec. 2, and then will go before the Lyon County Planning Commission on Dec. 13.
