RENO (AP) - The Reno City Council has agreed to have its staff work with city unions to find ways to avoid laying off as many as 180 city employees in the next fiscal year.

City Finance Director Mary Ann Parrot says cutting up to 11 percent of the 1,400-member city work force would mean significant cuts in services.

The council is making up a $3.6 million shortfall in its current $180 million general fund budget and to start work on the 2010-11 budget, which starts July 1.
