State worker tased, arrested at his office

A state employee was tased at the employment office Tuesday after he allegedly became aggressive with deputies who came to speak with him about a dispute with his neighbor.

Daniel T. Phillips, 54, of the Department of Employment, Training and Rehabilitation, was arrested at 8:30 a.m. in the 1900 block of North Carson Street on suspicion of misdemeanor battery on a peace officer, resisting arrest and obstructing an officer.

According to the arrest report, a Carson City sheriff's deputy and sergeant went to Phillips' job to discuss an ongoing dispute with his neighbor.

Deputy Gary Denham wrote in the report that when Phillips came into a conference room to meet with them, he was "visibly mad."

"His teeth were grinding and I could actually hear his rapid breathing," Denham wrote.

Denham said he was there to tell Phillips that his neighbor was getting a restraining order against him for the "daily onslaught of harassment," but that Phillips was talking over him so rapidly the deputy could not understand him.

When the officer took his wrist to tell him to calm down, Phillips "used both hands and pushed me in the chest," Denham wrote.

Denham stated he was "forced" to shoot Phillips with a taser to subdue him.

Denham and Sgt. Darin Sloan then allegedly wrestled Phillps against a refrigerator and handcuff him, the report states.

According to Lesley Henrie, public information officer with the Nevada Department of Personnel, Phillips has been a state employee since 1991. His position is listed as an unemployment insurance rep 3.

Denham said both Phillips and his supervisor indicated his job was a hearings officer for unemployment claims.

Phillips did not immediately return a call for comment.
