Carson City Board of Supervisors to explore rejoining Nevada League of Cities and Municipalities

Whether Carson City should rejoin the Nevada League of Cities and Municipalities will go before the Board of Supervisors Thursday.

City staff is recommending the move at a cost of $3,580 the rest of this fiscal year and $9,198 for Fiscal Year 2016-17. The board heard a presentation on advantages of membership in July from Wes Henderson of the league, and at the time instructed staff to examine the value of taking him up on his proposal. The city already is a member of the Nevada Association of Counties.

Carson City in 1969 became a consolidated city-county government, which is when Ormsby County became part of history. It since has been the Consolidated Municipality of Carson City and a county equivalent for census purposes.

Staff cited the fact there would be an ability to participate in five additional bill drafts at the Nevada Legislature as part of the justification for rejoining. Staff indicated city operations are split about evenly between city and county functions, noting also the league is offering a 50 percent discount on dues this year and a 25 percent discount for FY 2016-17.

The board meeting Thursday begins in the Sierra Room of the Carson City Community Center, 851 E. William St., at 8:30 a.m. There’s no lunch break on the agenda, so action on all items is expected to be done by mid-day. The item dealing with rejoining the league is near the end of the agenda.

Also set for consideration is final adoption of an ordinance amending city municipal code to add a fee for non-emergency basic life support ambulance service of $295, well below the emergency service rate. In addition, preliminary discussion is set for a proposal that would cut the number of Parks and Recreation Commission members from nine to seven and hold six meetings per year, rather than the current dozen.
