Agenda errors force Nevada Finance Board to redo March votes

Errors in posting two consecutive Board of Finance agendas on Wednesday forced that board to redo all of its March 8 decisions and take up several items that should have been on the April agenda.

The state Treasurer’s office incorrectly posted both the March and April agendas, violating Nevada’s open meeting laws. That forced cancellation of the April meeting and reconsideration of five different action items the board approved in March before discovering that meeting wasn’t posted on the Internet as required.

Gov. Brian Sandoval asked board counsel Dennis Belcourt to affirm they were not getting themselves into more trouble by rehearing the five items. Belcourt told him doing the process again doesn’t cure the violation that occurred in March but shouldn’t raise any issues since no one has formally complained about the actions.

“There is no undoing what happened,” he said. “But action today would stand in that action’s place.”

Sandoval then pointed out the Finance Board was unable to even meet in April because that agenda also was posted incorrectly.

“I hate to ask this Mr. Belcourt but are we noticed correctly today?” Sandoval asked.

He was assured they were.

One of those re-votes involved a $90 million multi-Unit housing project in south Reno, the Summit Club Apartments. The project will build 584 units, 117 of which will be offered to low income families earning in the $10-$15 an hour range.

Housing Division financial officer Michael Holiday assured the board there were no financing problems raised by the March action and the resulting delay.

The board also voted to approve the other four items that were incorrectly approved in March.
