The Churchill County commissioners will meet Thursday at 8:15 a.m. at the Churchill County Administrative Building, Commission Chambers, 155 N. Taylor St., Suite 145.

Commissioners will take action on the following agenda items:
• Application for community support funding in the amount of $1,160.23 for the Stillwater Community Center Association.
• A Parcel Map Application to divide one (1) parcel into four (4) parcels filed by Hiatt Land & Development Co., for property located at 2880 Enterprise Way, Assessor's Parcel Number 007-311-42, consisting of 21.73 acres in the Industrial zoning district.
•  Application to PERS to Renew the certification of the Emergency Manager position for Churchill County as a Critical Labor Shortage Position.
•  Request from Sue Sevon to participate in the Churchill County’s Retirement Incentive Plan and the county’s payment of approximately $6,600 for PERS credit.
• Ratification of the Notice of Subaward from the State of Nevada, Division of Public and Behavioral Health, to Churchill County Social Services for Fiscal Years 2022 and 2023 totaling $2,025,160.00 for a CDC Workforce Grant.
• Notice of Subaward from the State of Nevada, Aging and Disability Services Division, to Churchill County Social Services for Fiscal Year 2022 for $19,176 for the provision of domestically produced food purchases per Title III-C provisions.
• Notice of Subaward from the State of Nevada, Aging and Disability Services Division, and Churchill County Social Services for Fiscal Year 2022 in the amount of $70,238.79 for capital improvements and equipment purchases.
• Contract between Burney's Commercial Service to provide the William N. Pennington Life Center kitchen and dining room equipment maintenance biannually at a cost of $2150 per year.
• Contract with All Valley Home Care to provide Homemaker Program services for eligible participants at the William N. Pennington Life Center for Fiscal Year 2022.
• Authorization to apply for USDA Rural Development Grant funding to support the purchase of a Meals on Wheels vehicle with the necessary equipment for the William N. Pennington Life Center.
• Authorization to apply for USDA Rural Development Grant funding to support the purchase of two vehicles for outreach services.
• Ratification of a Notice of Funding Award between the State of Nevada, Department of Public and Behavioral Health, and Churchill County Social Services for $266,923 for the implementation and certification of the satellite Nevada State Lab.
• Adoption of Resolution 5-2022 declaring certain equipment of the Fallon Churchill Fire Department as surplus property and authorizing the disposal of said property in any manner.
• Award of a construction Contract to Rapid Construction, Inc. in the amount of $1,059,950.10 for the installation of a water line from the redundant well to the Sand Creek Water Treatment Plant.
• General discussion on submitted budget requests from various county departments with direction being given to the Churchill County Comptroller on those budget requests for the Tentative Budget for FY 2022-2023.
• Cooperative Agreement with the City of Fallon for Election Services which provides the terms whereby Churchill County and the City of Fallon will hold joint elections cooperatively.


February meeting
The Churchill County Commission met in late February to discuss a number of items including the modernization and expansion of the Navy’s training range.
Churchill County met with the Secretary of the Navy, Carlos Del Toro, in November following a meeting with Acting Undersecretary of the Navy, Meredith Berger, in October.
The county expressed its concerns with the Navy’s proposed FRTC Modernization in both meetings and requested a meeting with the appropriate federal and state stakeholders to work through the remaining differences and to find a collaborative solution in the coming year.
The National Defense Authorization Act for Fiscal Year 2022 was passed by Congress at the end of 2021, but the final version did not include expansion of the Fallon Range Training Complex. Congressional activity is anticipated to begin shortly on the NDAA for Fiscal Year 2023.
The county’s proposed FRTC Modernization and Lands Bill is still represented in Division A of Congressman Mark Amodei’s Northern Nevada Economic Development, Conservation, and Military Modernization Act of 2021 (H.R. 5243). This bill has not received a hearing.
The congressional delegation (Sens. Catherine Cortez Masto and Jacky Rosen, and Amodei) remains active and engaged in seeking a solution for all involved parties.
Commissioners also ratified a scoping comment letter to the Notice of Intent to amend Land Use Plans regarding Greater Sage-grouse conservation and preparation of associated Environmental Impact Statements
Commissioners voted to increase the salary range for the maintenance aide position from Grade 27 to Grade 33. With the current work force issues, the Parks and Recreation Department is encountering issues with filling and retaining seasonal help. These positions are in place to assist the department during the busy seasons.
They also approved $2,500 for the Lahontan Valley Claybreakers. Their 2022 season runs from March 2022 through July 2022.
