REQUEST FOR BID (RFB) 

FOR TWO (2) MODULAR HOMES 

The Walker River Paiute Tribe Housing Department is requesting bids from Home Manufacture Companies who are licensed in the State of Nevada and can provide two (2) modular homes for the Housing Department. A contract for purchase will be to provide, deliver, and set-up modular homes for the Tribe; this includes setting up modulars on foundation built by WRHD. We request that interested companies provide the attached proposal documents by May 23, 2025, at 4:30pm. Proposals can be delivered or mailed to the Walker River Housing Department, P.O. Box 238 Schurz, NV 89427, 1063 Hospital Road Schurz, NV 89427, emailed to wmurphy@wrpt.org (Subject line of emails must contain: 2025 RFB for Modular Homes). Faxed proposals will NOT be accepted. 

Location of Services – Services will be located on the Walker River Paiute Indian Reservations located in Mineral County, Nevada about 100 miles SE of Reno, NV from U.S. Highway 95A. Homes will be placed on-site within the interior boundaries of the Reservation. 

Length of Contract – The length of the contract between the WRPT and the Home Manufacture Company will be for one (1) year. The schedule will be analyzed with the Home Manufacture Company and the Tribe to establish reasonable time frames which are based upon various conditions such as mobilization, availability, weather conditions, and any other conditions agreed upon by the parties. 

Required Qualifications

The Home Manufacturer Company assigned to this contract must have proven five (5) years of experience in contracting. 

Must be licensed in the State of Nevada. 

Must be able to estimate size or determine time, costs or materials needed to provide the homes. 

Must be able to deliver and complete set-up. 


The Scope of Work for two (2) modular homes will include, but not necessarily be limited to, the following: 

  1. 1,650 estimated square footage 
  2. Three (3) to four (4) bedrooms, 2 bathrooms, living, dining, laundry room 
  3. Provide Energy efficient appliances, windows, all mechanical equipment (Propane furnace, water heater, and range), one-year warranty. 
  4. Secondary Heating unit (pellet or wood stove) 
  5. Central Heating and cooling 
  6. Vinyl in kitchen, laundry room, bathrooms, and carpeting in bedrooms, living rooms. 
  7. Building codes for the State of Nevada, County of Mineral, tribal and/or HUD manufactured homes construction will apply. 
  8. Floor Plans with Specifications provided by Supplier. 


The Proposal Evaluation Factors will be determined based on the following: 

  1. Is a license contractor in the State of Nevada? =10 points 
  2. Has the contractor provided services to the Housing Department on previous contracts? Did the contractor respond in a timely manner and complete the work satisfactorily? =up to 15 points 
  3. Points for relevant costs will be based upon a ranking of the proposals received. Lowest =20points; Second lowest cost =15 points, Third lowest cost =10points. 
  4. Did the respondent submit documentation supporting eligibility for Indian Preference (certification of Indian Preference must be provided)? Up to 10 points 
  5. Did the respondent submit five (5) references and did the references provide positive response to the reference checks? Up to 10 points. 


Other relevant data and contract terms and conditions: 

The Home Manufacturer Company will be required to comply with applicable Federal, State, and Tribal Laws, permits, orders, regulations, and/or a combination of applicable laws (copies of TERO and Tax Ordinance will be provided upon request). 

Please be advised, local tribal laws shall apply. Tribal Employment Rights Office (TERO), Tax Ordinance and the Business License Code will be provided upon request. It is the responsibility of the contractor to obtain specific requirements of the TERO and Tax Code from the departments. Indian Preference: The request for Bids is non-restricted, but Indian Preference applies to the award of this contract in accordance with Regulations 24 CFR 1000.52, Section 7 (b) of the Indian Self Determination and Education Assistance Act U.S.C. 450 (b), and the Walker River Paiute Tribe, Procurement and Property Management Policy & Procedure Manual.
