The Lyon County Commission on Jan. 6 approved a conditional use permit for a modular Adult Education building on the Dayton High School campus to serve students and office staff.
The item went before the county’s Planning Commission Dec. 10 with members voting 7-0 to recommend approval of the permit after finding the building’s use is consistent with county policies in its adopted master plan and the Lyon County School District’s regulations.
The district holds Adult Education classes online for adults to earn their general equivalency diploma. Lyon’s program would establish an office apart from Dayton’s main campus to accommodate limited staff and students who take exams and collect printed or study materials, Darryl Bluhm, LCSD’s project facilitator, wrote in the project description.
The LCSD seeks to build a 24-foot-by-60-foot modular facility on the campus at 335 Old Dayton Valley Road adjacent to the site’s existing parking lot looking south toward the school. Title 15, Chapter 401 of Lyon County’s Development Code stipulates with the proposed 1,440 square footage in size for the building, parking requirements are one stall per 300 square feet, or five parking stalls at maximum.
County senior planner Cariola made a clarification about the request. Although it was written for a modular building, Lyon’s Development Code Title 15 requires the CUP for commercial coaches, or a premanufactured building for commercial, not residential, purposes. The county typically only permits for public or quasi-public land sites such as schools or hospitals, Cariola told the commission.
The commission passed a motion 5-0 to approve the conditional use permit.

• Commissioners approved a request from Miles Minerals to amend the zoning map designation from the Title 10 district of RR-3 (Third Rural Residential District (5 acres)) to the Title 15 district of EMU (Employment Mixed-Use) located at 3270 and 3090 Twain Ave. in Silver Springs for two parcels totaling approximately 4.67 acres (APN 018-364-01 and 3018-364-02), PLZ-2024-064.
• Members made the following board appointments: Andrew Merritt to the Planning Commission with a term ending Dec. 31, 2028, in a vote 3 in support (Keller, Hendrix, Jacobson) and 2 opposed (Cassinelli, Hockaday); Ronald Wyman to the Dayton Regional Advisory Board with a term expiring Dec. 31, 2026;
• Jeff Trowbridge and John Diffenbaugh to the Mound House Advisory Board with terms expiring Dec. 31, 2026; Celeste Thornill to the Smith Valley Parks and Recreation Advisory Board with a term expiring Dec. 31, 2026; Thomas Purvis and Danielle Hasbrouch to the Central Lyon Parks and Recreation Advisory Board with terms expiring Dec. 31, 2026; and Brandon Galantuonmini to the Walker River Weed Control with a term expiring Dec. 31, 2025. The Board also appointed county commissioners and staff to several boards, commissions and committees for the calendar year 2025. • The board directed staff to draft a comment letter to the Bureau of Land Management (BLM) for the sale of public lands and underlying mineral estate associated with the Anaconda Copper Mine site.
• The board approved the appointment of Dr. Robin Titus as the Lyon County Health Officer and approved a two-year contract with compensation in the amount of $1,000 per month plus mileage.
• The board approved the creation of four temporary Respite Program Assistant positions to be 100% grant-funded through the Department of Health and Human Services Administration for Community Living grant award.
• The board authorized the Utilities Director to issue an Intent to Serve letter for sewer and water service for the Sage Vista Specific Plan Project PLZX-19-0081.
