Search for father, daughter shifts to California

Sheriff deputies and U.S. marshals combed San Bernadino County in southern California Tuesday afternoon and night searching for a man who did not return his daughter after coming to the Lahontan Valley for a visitation, according to the Fallon Police Department.
Capt. Ron Wenger of the FPD said San Bernadino County deputies are looking for Inshan "Shan" Ross, who is described as 6-feet tall, weighs 236 pounds and has black hair and hazel eyes. The 14-year-old girl is described as Caucasian, 5-foot, 80 pounds with brown hair and brown eyes, unknown clothing. Wenger said the girl is being treated as a runaway juvenile who is with a noncustodial parent.
Wenger said the missing girl never returned home to her mother Saturday night after seeing her father.
Wenger said the girl's mother allowed her to visit her father because he was trying to reconnect with his daughter. The girl's mother, Stacey Bowles, and Ross were never married, but Wenger said she agreed to allow Ross to visit with the girl for a set time. Ross reportedly picked the child up at Bowles' home.
Once Bowles involved the FPD, Wenger said local officials asked the Reno Police Department to check several motels where Ross and his daughter may have checked in, but those attempts were unsuccessful.
Wenger said both the Fallon police and San Bernadino County are involved with a difficult situation.

"It's a very complex custody issue based on differing state laws," Wenger said.
Because the girl was not located in Reno, Wenger said authorities were able to trace Ross' cellphone.
Wenger said Ross may be driving a silver 1990's model Honda Accord with unknown California plates possibly registered to Inshan or Jaime Dissette.
