Trustees to consider retirement buyouts, superintendent finalists
Churchill County School District Trustees will hold their first regularly scheduled meeting of March on Thursday at the district administration office, 690 S. Maine St., in “The Pit.”
Trustees will discuss or take action on the following items:
• Instructional Consultation (IC) facilitators from school sites will present, including the role of the facilitators in providing services to support teachers in dealing with academic and behavioral problems.
• Churchill County High School Principal Kevin Lords will provide a brief update regarding the school’s goals for improvement.
• Approval of early retirement incentives under Policy 4811, with possible modifications to deadlines, years of service and other details, for seven applicants: Jeanette Foster, Jean Lawson, Mary Lou Lehman, Barbara Solinski, Cynthia Boyd, Vicki Melrose and Suella Williams.
• Approval of additional revisions under the Early Buyout Policy 4811 to include additional eligible employees.
• Consider ratification of the 2012-13 school year tentative agreement between CCSD and the Nevada Classified School Employee Association, including fiscal impact data.
• Consider approval to provide financial assistance in the amount of $2,129.80 to the Churchill County Sheriff’s Office to send officers for DARE certification.
• Discussion and possible action on the 2013 School Improvement Bond Resolution; authorizing the issuance of the Churchill County School District, Nevada, General Obligation (Limited Tax) School Improvement Bonds (PSF Guaranteed), Series 2013, in the maximum principal amount of $10,000,000; providing the form of the bonds and for their payment.
• Consider approval to award a contract for an audio-visual system for the Old High School Auditorium — “The Pit.”
• Discussion and possible action on a resolution authorizing medium-term obligations in the maximum principal amount of $1,125,000 to refinance certain outstanding obligations of the district.
• Request for Proposal (RFP) process, procedures and timeline for possible contract for legal services, including possible approval to hire legal counsel to advise the board and superintendent through the proposal process.
• Discuss updating the job description and evaluation process of the superintendent.
• Discuss and may take action to schedule a Town Hall Meeting to seek input regarding school district and community relations, and concerns involving school district programs and practices.
• Review the top five superintendent applicants chosen at the Feb. 23 board meeting and determine candidates to interview. The list of five includes the following:
• Jose Delfin has been associate superintendent of Human Resources for the Carson City School District since 2008. Previously, Delfin was principal at Dayton High School in Lyon County from 2006-08. He was an assistant principal 2005-06 at Del Sol High School and 2004-05 at Virtual High School in the Clark County School District. After obtaining his B.S. in Education from the University of Maryland, Delfin was an interactive television instructor for Prince Georges County School District in Maryland. He obtained an M.Ed. in 2001 and an EDD in educational leadership in 2012 from UNLV.
• Sandra Sheldon is superintendent of the Warden School District in Warden, Wash., a position she has held since 2006. Her career in education dates to 1980, when she was a middle school special education teacher in Copperas Cove, Texas. Sheldon served as assistant superintendent in Ellensburg, Wash., from 1999-2006. She graduated from the University of Mary Hardin-Baylor (Texas) with a B.S. in 1980, an M.Ed. in administration from Eastern Washington University in 1986, and an EDD in educational leadership from Washington State University in 2011.
• Ron Tolman has been Jefferson County School District superintendent in Rigby, Idaho, since 2003. Previously, Tolman was superintendent of the Lincoln County School District in Afton, Wyo., from 2001-03; interim superintendent in 2000-01; director of instruction from 1992-2000; an elementary school principal from 1982-92; and a teacher from 1973-84. Tolman graduated from Utah State University with a bachelor’s degree in education. He obtained an M.Ed. from Utah State in educational administration in 1974 and an EDD in educational administration from the University of Wyoming in 2008.
• Edna LaMarca, a 1970 Churchill County High School graduate, taught elementary and junior high school before serving as principal for Gerlach High School/Middle School and E.M. Johnson Elementary School from 2008-11; and as principal of Hawthorne Elementary/Junior High School, Primary School and Mina School in Mineral County from 1998-2000. She has been on a mission for the Church of Latter Day Saints since June 2011. LaMarca graduated with a B.A. of education with a specialty in Indian Education from BYU in 1973 and from Chapman University (Arizona) with a master’s degree in administration.
• G. Lindsay Park, former superintendent of schools in Carbon County, Utah, was also superintendent of the Garfield County (Utah) School District for four years prior to his last assignment. Park also has administrative and teaching experience in Washington state. Park graduated with a B.A. in U.S. history from the University of California-Berkeley in 1969, adding a master’s degree from the University of California-Hayward in 1972, and obtained a Ph.D. from Gonzaga University in 1991.
Mid-April is targeted to select a new superintendent and to complete contract negotiations.
