With reference to the lady in Sparks who is subject to an ordinance regarding how many dogs she can keep - is there also an ordinance on how many dogs others can make?
Who is going to take the little old lady's dogs, where and do what with them? What about the feelings of the dogs? The dogs are not aware that they have created a wrong or are subject to laws that do not care about their fate. Who will determine which dog goes and which dog stays? Maybe there needs to be an attitude adjustment in the law pertaining to this.
