About 1,800 North Carson City residents found themselves without phone service most of Wednesday.
Nevada Bell spokeswoman Jenny Conradi said construction workers from Frehner Construction were doing excavation work on the freeway project and dug up about 100 feet of active phone cable.
"Apparently they thought it wasn't in use," she said.
The outage occurred at 10:45 a.m. at 65 Shady Tree Lane. Conradi said phone service should have been restored by Thursday at midnight.
