Members of the Carson City Bipartisan Political Action Committee have interviewed candidates and made endorsements before the Aug. 15 primary election, using some of the money they've raised to pay for local advertising that details their choices.

"You've got to respect the fact that (the candidates) taken the initiative," said Shelly Aldean, a city supervisor and BIPAC's president. "It's kind of an arduous thing, running for political office."

BIPAC members interviewed people running in the primary for Ward 3 supervisor; school trustee, District 6; and Assembly District 40.

Only one of the candidates declined the invitation, Aldean said.

The endorsements are the first-ever for the group, which was formed in November by a small group of residents, Democrats and Republicans, in visible positions throughout the community. Those who have joined the PAC say the current divisiveness of party politics has been their motivation.

There are partisan PACs and committees formed for specific issues, such as Keep Local Taxes Local or Ormsby County Education Association, but no localized, nonpartisan, general-interest PACs are registered with the state.

"Most people do not like negative campaigning," said Ronni Hannaman, a BIPAC member. "We've tried to maintain a positive, upbeat attitude."

Cost to join is $250 per member. The group is registered with the Nevada Secretary of State's Office because it collects money for political purposes.

Aldean and Jim Lemaire, a school board trustee, would have to step aside if they continue with the PAC and run for their offices in 2008. One of the group's 10 members has already become inactive. Tom Keeton is running for a Ward 1 supervisor seat.

BIPAC seeks to add members in such as way that the group is comprised roughly of an equal number of Democrats and Republicans, Aldean said.

The group determined that:

• John Wagner was the best Republican primary candidate for Assembly District 40. Wagner or Sheila Ward will face Rep. Bonnie Parnell, the incumbent Democrat, in the general election on Nov. 7.

• Incumbent Jeff Fontaine and Roger Kirkland are equally qualified to occupy the District 6 school board seat.

• While Charles Kuhn and Neil Weaver were qualified to serve as Ward 3 supervisors, incumbent Pete Livermore was endorsed for a third term.
