The Carson City Board of Supervisors will be asked Tuesday, rather than Thursday, to approve an application to the U.S. Department of Commerce's Economic Development Administration for $2.1 million in funds for infrastructure improvements at the proposed City Center Project.
If awarded, this grant will be used to supplement the city's investment in public infrastructure at the site. The funds would offset some of the public costs involved, although there is 20 percent to 50 percent match involved.
The match is based on the level of regional economic stress at the time of the application and the city's portion would come from water and sewer construction funds.
In other matters Tuesday, the board may:
• Appoint John McKenna as supervisor for Ward 3 filling the unexpired term created by the election of Pete Livermore to the state Assembly. McKenna will be sworn in along with Supervisor-elect Karen Abowd in January.
• Hear a presentation by state Sen. John Lee, chairman of the Senate Government Affairs Committee regarding the 2011 Legislative Session.
• Present a proclamation for Pancreatic Cancer Awareness Month.
• Approve a subgrant award from the Nevada State Health Division in the amount of $310,066 for the Office of the Assistant Secretary for Preparedness and Response, Hospital Preparedness Program for exercising and improving preparedness plans for all hazards including pandemic influenza.
• Adopt on a second reading an ordinance authorizing the issuance by the city of its negotiable general obligation refunding bonds. The total cashflow savings is expected to more than $398,000.
• Adopt on second reading an ordinance authorizing the issuance by the city of its negotiable park refunding bonds. The total savings is expected to be about $211,775.
• As the Redevelopment Authority, recommend to the board of supervisors the expenditure of $2,500 from the Revolving Fund of the Redevelopment Agency to support the annual production of the Pinkerton Ballet Theatre's annual Nutcracker Ballet.
• As the Redevelopment Authority, recommend to the board of supervisors the expenditure of $7,550 from the Revolving Fund of the Redevelopment Agency to support the annual Silver & Snowflakes Holiday Tree Lighting and Ornament Program.
• Acting once again as the board of supervisors, approve the expenses for the Nutcracker Ballet and the Silver & Snowflakes programs.
• Adopt on a second reading, an amendment to a business license fee ordinance. The change will allow the board to increase fees on a discretionary basis rather than mandatory.
• Direct staff to prepare a business impact statement and draft ordinance to increase room rental tax by 3 percent.
• As the Liquor and Entertainment Board, approve the transfer of the gaming license for Slotworld, doing business as Golden Nickel, to 444 E. William St., Suite 8, approve Mark Schloss as the liquor manager for Red's Old 395 Grill, and approve James Phalan II as the liquor manager for High Sierra Brewing Company.

The Carson River Advisory Committee will meet at 4 p.m. Monday in the Sierra Room of the community center to:
• Hear from the Nevada Division of State Lands about statutes regarding inappropriate motorized uses in the Carson River.
• Recommend approval of a conservation easement required for the transfer of Prison Hill and adjacent Carson River lands from the Bureau of Land Management.
• Hear an update on the city's progress on the purchase of the Jarrard Ranch, Serpa and Bently properties, and the Vidler Water Company property donation.
• Hear an update on the Question 1 program and potential impacts to city land and river projects.
• Discuss the committee's tour of the Northern Nevada Correctional Center.
• Hear an update on the committee's Riverfest work day.
• Hear an update on the north Douglas County and Carson City Regional Water Line intertie project.
The Carson City Planning Commission will meet at 5 p.m. Wednesday in the Sierra Room of the community center to:
• Make recommendations to the board of supervisors for the implementation of the goals and policies of the master plan.
• Adopt a resolution to recommend to supervisors a change of land use in the vicinity of the Carson City Landfill, Flint Drive area.
• Consider a special use permit request from the Carson City Airport Authority to operate a hot plant and rock crusher for processing of rock materials remaining on site after realignment of the runway, and to use the rocks for projects in and around the city.
• Consider special use permit requests from the Carson City School District to place photovoltaic arrays at Seeliger Elementary School on Saliman Road and Eagle Valley Middle School on East Fifth Street and Carson Middle School on King Street.
• Consider making a recommendation to the board of supervisors to change regulations relating to the temporary display of banners and other temporary sign devices. An ordinance was adopted in January 2009 and renewed in 2010 to temporarily eliminate time limits on banners for a period of one year in order to allow commercial businesses more advertising alternatives during difficult economic conditions. The ordinance expires at the end of 2010 and a new ordinance must be adopted to continue the same temporary sign provisions.
