AMENDED NOTICE OF CONSUMER SESSION

AND

NOTICE OF HEARING

On March 10, 2021, Nevada Power Company d/b/a NV Energy (“NPC”) and Sierra Pacific Power Company

d/b/a NV Energy (“SPPC”) (together, “NV Energy”) filed with the Public Utilities Commission of Nevada (“Commission”) a

joint application, designated as Docket No. 21-03004 (“Joint Application”), for approval of the cost recovery for the 2020

Natural Disaster Protection Plan (“NDPP”) regulatory asset account. NV Energy also has provided updated information in

accordance with the December 22, 2020, Second Modified Final Order in consolidated Docket Nos. 20-02031 and 20-02032

(“Second Modified Final Order”) and is seeking a finding that it has complied with the compliances and directives in the

Second Modified Final Order.

NV Energy filed the Joint Application pursuant to the Nevada Revised Statutes (“NRS”) and the Nevada

Administrative Code (“NAC”) Chapters 703 and 704, including, but not limited to, NRS 704.061 to 704.068, 704.100, and

704.7983; and NAC 703.115, 703.375 to 703.410, 703.530 to 703.577, 703.710, and 703.715, and the NDPP Regulations.

Pursuant to NRS 703.196 and NAC 703.5274(2), NV Energy requests confidential treatment of information submitted under

seal with the Joint Application.

NV Energy states in the Joint Application that Senate Bill (“SB”) 329, adopted by the 2019 Nevada Legislature and

codified as NRS 704.7983, authorizes it to recover costs relating to the development and implementation of an NDPP and

requires the amount charged to each customer to appear as a separate line item on the customer’s bill.

Section 12 of the regulations adopted by the Commission in Docket No. 19-06009 and filed with the Secretary of

State in Legislative Counsel Bureau File No. R085-19 on February 27, 2020 (“NDPP Regulations”), require that on or before

March 1 of each year, the electric utility is required to submit an application to recover the cost of prudent and reasonable

expenditures during the immediately preceding year to develop and implement the NDPP. Section 13 of the NDPP

Regulations permits NV Energy to create a regulatory asset or liability account for capital projects constructed or acquired

pursuant to the NDPP, as well as for other associated costs and to annually submit to the Commission a request to clear the

accumulated balance in the regulatory asset or liability account. Pursuant to the NDPP Regulations, NV Energy created the

regulatory asset accounts as applicable and ordered from the Second Modified Final Order for the 2020 NDPP expenditures.

As of December 31, 2020, the collective balance NV Energy is seeking recovery of is $39,944,568.00, recorded in the

regulatory asset accounts. NV Energy seeks a Commission finding that the costs recorded in its regulatory asset accounts

and the calculation of the return on capital investments were prudently incurred and are reasonable.

NV Energy states in the Joint Application that the Second Modified Final Order directed NV Energy to file an

update to the NDPP addressing eight areas: (1) resiliency corridors; (2) line sectionalization; (3) public safety outage

management thresholds; (4) 123 Line permitting; (5) copper wire replacements; (6) fire mesh pilot installation; (7) tree

attachments; and (8) a proposed undergrounding plan. NV Energy filed the update in accordance with the Second Modified

Final Order and seeks a Commission finding that it has complied with the compliances and directives in the Second Modified

Final Order.

In this docket NV Energy is proposing to establish the following single, statewide NDPP rate for all of NV Energy’s

customers, effective October 1, 2021, through September 30, 2022:

NV Energy states that the NDPP proposed rate was calculated in the same manner as the rate that was approved by the

Second Modified Final Order.
