Lyon’s tentative budget shows total revenues go up 4.2%

The Lyon County Commission expects to take on significant capital requests in the 2023-24 budget year as it holds its tentative budget discussion Monday.

County Comptroller Josh Foli will present his expectations for board consideration.

Total revenue is expected to increase by 4.2% for 2023-24, with consolidated taxes, at a total of $22.4 million, going up by 3.9% and representing 47% of the general fund. Property taxes would increase 10.8% and represent 22% of the general fund.

Expenditures, excluding capital outlay, in the general fund will increase by 14.5%. Salaries and wages have been budgeted to increase by 9.7% while benefits also will go up by 34.9% effective the first full pay period in July and employees would receive 2.5% merit increases.

The county is planning for various full-time staffing positions, including the addition of an animal control officer, two library assistants, one senior parks maintenance worker, one construction and repair supervisor – with the salary split between the Dayton Water and Dayton Sewer Utility funds – and one construction and repair tech position, the salary for which also was split between Dayton Water and Dayton Sewer Utility.

The budget reports $2.8 million was transferred to the Capital Improvements Fund from the general fund as these dollars are generated from one-time sources.

Capital projects will be funded from various sources. From the general fund, roof replacements would be accomplished on the county courthouse for $100,000, the Stagecoach Community Center for $35,000 and the Silver City Community Center for $50,000. Heating, ventilation and air conditioning improvements would be made to the Stagecoach Community Center and the Fernley Justice Court. Vehicled would be purchased for facilities and the Lyon County Sheriff’s Office, and a mini-excavator would be split between Facilities and Parks.

Planned projects within the capital improvements fund include the district court expansion and remodel, a multiple-year project, for $9.6 million, the Dayton Government Complex and possible federal appropriation match funding for a sheriff training center for $25.1 million and Silver Springs Airport improvements for $17,500.

Lyon County Utilities also has priorities for the fiscal year, including a new water tank for 10 Mile Hill for $4.8 million, phase one of the Smokey Hills water main replacement for $1.9 million and the Rolling A Sewer Plant expansion for $12.4 million, among others.

Senior Services is seeking three replacement vehicles for Human Services with a match for grants at $37,935, and the Medical Indigent Fund is budgeted for a portion of the total of the Dayton Government Complex at $2.5 million.

The item is for possible approval.

Also on the agenda is the tentative budget for 2023-24 for the Mason Valley Mosquito Control and Central Lyon Vector Control districts.
