BEFORE THE PUBLIC UTILITIES COMMISSION OF NEVADA

NOTICE OF SUPPLEMENT TO THE JOINT APPLICATION

On March 28, 2022, Nevada Power Company d/b/a NV Energy

(“NPC”) and Sierra Pacific Power Company d/b/a NV Energy (“SPPC”)

(collectively, “NV Energy”) filed with the Public Utilities Commission

of Nevada (“Commission”) a joint application, designated as Docket

No. 22-03028 (“Joint Application”), for approval to merge into a single

corporate entity, to transfer Certificates of Public Convenience and

Necessity (“CPC”) 685 Sub 20, 688, and 688 Sub 6 from SPPC to NPC,

and to consolidate generation assets.

On September 7, 2022, NV Energy and a majority of the parties

participating in this docket submitted a stipulation agreeing to vacate

the existing procedural schedule in order for NV Energy to address

concerns raised by the Regulatory Operations Staff of the Commission,

the Bureau of Consumer Protection, and other intervening parties. That

same day, the Commission issued Procedural Order No. 3, vacating the

procedural schedule.

On November 09, 2022, the Commission issued Procedural Order

No. 4 directing NV Energy to file supplemental direct testimony no later

than December 30, 2022.

On December 30, 2022, NV Energy filed a supplement to its Joint

Application (the “Supplement”), addressing several concerns previously

raised by parties participating in this docket.

This Notice serves only to notify the public that the Commission

has received the above-referenced filing. It is the responsibility of

interested persons to review the filing and monitor the proceedings to

determine their desired levels of involvement based on how this matter

may affect their unique situations. The details provided within this

Notice are for informational purposes only and are not meant to be an

all-inclusive overview of the filing. The Commission may consider and

adopt alternative proposals not contained within the filing, but which are

related to the subject matter of the filing and supported by substantial

evidence.

NV Energy filed the Joint Application and the Supplement pursuant

to the Nevada Revised Statutes (“NRS”) and the Nevada Administrative

Code (“NAC”), Chapters 703 and 704, including, but not limited to NRS

704.329, NAC 704.79971 through 704.79991, NRS 704.410, NRS

704.7565 through 704.7595, and NAC 703.535. Pursuant to NRS

703.190 and NAC 703.527 et seq., NV Energy requests that certain

information in the Joint Application receive confidential treatment.

In the Joint Application, NV Energy seeks approval to merge SPPC

into NPC, creating one legal entity while maintaining separate rate

jurisdictions. NV Energy also seeks authorization to transfer SPPC’s

electric CPC (No. 685 Sub 20), liquid petroleum gas CPC (No. 688),

and gas CPC (No. 688 Sub 6) to NPC, and to modify the transferred

CPCs to reflect the name of the surviving company: NPC. Additionally,

NV Energy seeks authority to transfer all of SPPC’s electric generation

assets to NPC, where they will continue to be used to provide utility

service to customers of NV Energy. The Supplement does not alter the

relief sought in the Joint Application but provides additional information

and clarification on how the merged utility will conduct its operations in

Nevada.

Interested and affected persons may file comments or petitions

for leave to intervene pursuant to NAC 703.578 through 703.600

electronically through the Electronic Filing System on the Commission’s

website or at either of the Commission’s offices on or before

WEDNESDAY, JANUARY 18, 2023. Parties already granted authority

to participate in this docket will retain their status in this docket with no

further action required.

A person who wishes to participate as a commenter may file written

comments pursuant to NAC 703.491. A commenter is not a party of

record and shall not take any action that only a party of record may

take. Pursuant to NAC 703.500, only parties of record are entitled to

enter an appearance, introduce relevant evidence, examine and crossexamine

witnesses, make arguments, make and argue motions and

generally participate in the proceeding.

viewing at the Commission’s website: https://puc.nv.gov; and at the

Nevada 89701 and 9075 West Diablo Drive, Suite 250, Las Vegas,

Nevada 89148.

A person must request in writing to be placed on the service list for

this proceeding to receive any further notices in this matter.
