Planning commissioners view 204-lot subdivision on Lompa Ranch

The Carson City Planning Commission will convene 5 p.m. Wednesday in the community center and will consider, among other things, a tentative subdivision map for 204 home lots at 2230 E. 5th St.

According to materials from the Community Development Department, the Blackstone Ranch Phase 2 project would create 204 single-family residential lots on an approximately 58.52-acre site within the Lompa Ranch North Specific Plan Area. The property is zoned single family 6,000 and multifamily duplex. The minimum lot size of the project would be 6,000 square feet, according to planning staff.

The planning commission will make a recommendation to the Board of Supervisors. Last August, supervisors approved final subdivision maps for 123 residential lots south of Hogan Peak Street, also part of Blackstone Ranch.

“The proposed subdivision is located on the west side of I-580, to the south of Robinson Street and north of East 5th Street,” reads a staff report. “Primary access to the site will be from Matterhorn Lane (previously known as Spine Road) or from Robinson Street. The local streets will include a 50-foot right of way with a 5-foot sidewalk on both sides of the street and onstreet parking on one side of the street. Homes are anticipated to each have a standard two-car garage and a minimum 20-foot-long driveway.”

In other action:

• Planning commissioners will consider a request from applicant Michael Mistriel regarding abandonment of a public access easement that is approximately 47,360 square feet about a quarter mile northeast of the eastern terminus of East Robinson Street.

According to staff, the abandonment would make way for development of an already approved 139-lot residential subdivision within the Lompa Ranch North Specific Plan Area. The property is zoned multifamily duplex.

“The access easement is oriented east to west and was recorded on Parcel Map No. 975 on June 29, 1983,” reads a staff report. “The subject site is vacant and the easement is no longer necessary to provide access.”

Commissioners will make a recommendation to the Board of Supervisors.

• Commissioners will make a recommendation concerning another abandonment request for an approximately 33,827-square-foot portion of Deer Run Road along two parcels zoned general industrial.

“The right of way was dedicated with the recorded Parcel Map No. 767 on Sept. 4, 1979,” reads a staff summary “The abandonment area is located outside of the existing North Deer Run Road right of way improvements.”

• Commissioners also will weigh requests from Carson City itself to change Master Plan designations and zoning to create park space in the Lompa Ranch North Specific Plan Area.

The requests stem from the annual review of the Carson City Master Plan. The city is seeking to change the land use designation of a 10.15-acre parcel east of the terminus of East Robinson Street, and north of East 5th Street, from open space and medium density residential to parks and recreation, making it a park site for the future neighborhood. A concurrent request for a zoning map amendment would change the underlying zoning of the site from multifamily duplex to public neighborhood.

Changes to another 3-acre site in the Lompa Ranch North Specific Plan Area will also be considered. The property is located west of the intersection of Airport Road and Butti Way. Under the requests, the land-use designation would be changed from mixed-use residential and mixed-use employment to parks and recreation, and the underlying zoning would change from single-family 6,000 and public regional to public neighborhood.

Planning commissioners will make recommendations to supervisors concerning the park sites.

According to planning staff, Lompa Ranch is one of four Specific Plan Areas as identified in the Master Plan. The Lompa plan area is approximately 251.33 acres lying on both sides of I-580.

“The SPA is intended to include a mix of uses including residential areas of various densities, commercial areas, two park sites, pedestrian connectivity and a 10-acre school site,” reads a staff report.
