Sex offender living in Carson City

A man identified as a Level 3 sex offender, meaning the public is to be notified of his residence, is living in the 300 block of South Carson Street and working as a concrete laborer on Deer Run Road.

Under Nevada's notification program, a Level 3 sex offender has the potential to repeat his crime.

"This information is not intended to increase fear; rather, the sheriff's department believes an informed public is a safe public," a sheriff's department press release said.

In August 1999, Travis Dwayne Coulter admitted to an inappropriate relationship with a 15-year-old girl to avoid a trial that had him facing two potential life terms as well as an additional 2- to 5-year sentence for felony sexual assault, open and gross lewdness with a minor and two other charges of statutory sexual seduction.

Coulter's involvement with two other girls, ages 11 and 13, was included with the original charges.

When he accepted the plea bargain, the other charges against him were dropped. He was convicted of statutory sexual seduction in October 1999 and sentenced to 24 to 60 months in the Nevada State Prison. He was released July 1.

He has a prior felony conviction and received a 5-year prison term in 1990 for battery with intent to commit sexual assault.

The 39-year-old black man is 6 feet, 4 inches tall, with brown eyes and black hair and weighs about 215 pounds.

It is against the law to threaten, intimidate or harass sex offenders as a result of the public notification.
