Carson City supervisors to review golf course operations agreement with Duncan

Duncan Golf Management has operated and maintained the city-owned Eagle Valley Golf Course since 2018. On Thursday, the Carson City Board of Supervisors will have the option to renew the agreement with Duncan through 2027.
They will meet at 8:30 a.m. in the Robert “Bob” Crowell Board Room at the Community Center on 851 E. William St.
Though the city has no specific budget for the golf course, maintenance and repairs are funded through the Facilities Management Division of Public Works. Fiscal year 2022 budgets a city contribution of $82,756 and a $52,244 contribution from Duncan’s net operating income, totaling $135,000. The agreement also includes the provision that Duncan is to annually invest $90,000 in equipment that the city will own upon termination of the agreement.
Aside from the golf course, the supervisors will also be looking at the city municipal code. They may reinstate an ordinance to prohibit open alcoholic beverages in public places. The city previously had an ordinance but it was repealed in 2017 during a code revision.
Additionally, the supervisors may amend the municipal code to define and prohibit indecent conduct in public. The city does already have an ordinance prohibiting indecent conduct; this proposal would add more clarity to the ordinance.
Among their other agenda items:
• The board may formally adopt the city’s Fiscal Year 2022-2026 Strategic Plan, as discussed in prior meetings and at their retreat July 19.
• Clerk Recorder and Public Administrator Aubrey Rowlatt will give a presentation on changes made to election laws during the past Legislature.
• The mayor will issue a proclamation to recognize Sept. 11, 2021 as a day of Remembrance for the 20th Anniversary of Sept. 11, 2001.
• The board may make a final recommendation to the Nevada Governor’s Office of Economic Development on the Community Development Block Grant - COVID 19. Over $170,000 may be allocated to nonprofit organizations.
• The board may approve expenditures to resurface roofs at several city buildings, including 855 E. Musser St., the public library, Fire Station 51, the Health and Human Services Department, and two Parks, Rec, and Open Space buildings.
