 OFFICIAL NOTICE OF PUBLIC HEARING 

You are hereby notified that the Carson City Planning Commission will conduct public hearings on Wednesday, October 26, 2022, regarding the items noted below. The meeting will commence at 5:00 PM. The meeting will be held in the Carson City Community Center, Robert “Bob” Crowell Board Room, 851 East William Street, Carson City, Nevada

LU-2020-0033 For Possible Action: Discussion and possible action regarding a request from Wood Rodgers, Inc (“Applicant”) for a one-year time extension to October 28, 2023 for an approved special use permit (“SUP”) to allow for the construction and operation of a concrete batch plant and rock crushing operation with silos exceeding 45-feet in height, on property zoned General Industrial Airport (“GIA”), located at 4500 Ryan Way, Assessor’s Parcel Number (“APN”) 005-072-06. Staff Summary: The Planning Commission approved this SUP on October 28, 2023, subject to 19 conditions of approval. On October 21, 2021, a one-year time extension was approved by staff. The application is now seeking an additional one-year extension. Carson City Municipal Code (“CCMC”) 18.02.080.8(c) authorizes the Planning Commission to approve additional extensions of time if circumstances beyond the control of the applicant result in failure to complete applicable SUP conditions and commence the use. 

ZA-2022-0403 For Possible Action: Discussion and possible action regarding a request from Green Thumb Industries Inc. (“Applicant”) for a recommendation to the Board of Supervisors regarding an ordinance to modify the locations in which marijuana retail stores and medical marijuana dispensaries area allowed; amending Carson City Municipal Code (“CCMC”) 18.04.135 and 18.04.150 to permit marijuana retail stores and medical marijuana dispensaries in the General Commercial and General Industrial zoning districts without being limited by the specific Section, Township and Range. Staff Summary: The Applicant is proposing to amend CCMC 18.04.135 and 18.04.150 to allow marijuana retail stores and medical marijuana dispensaries in the General Commercial and General Industrial zoning districts without being limited by the specific Section, Township and Range. Per CCMC 18.02.075, the Planning Commission conducts a public hearing and makes a recommendation to the Board regarding a request for a zoning code amendment. The Board is authorized to amend the CCMC. 

VAR-2022-0394 For Possible Action: Discussion and possible action regarding a request from Lee Hutchins (“Applicant”) for a variance to reduce the required minimum lot size for a property zoned Mobilehome-12,000 (“MH12”) to create 4 residential lots on a property located at 3419 Otha Street, Assessor’s Parcel Number (“APN”) 008- 192-02. Staff Summary: The Applicant is proposing a reduction to the required minimum lot size from 12,000 square feet to 10,915 square feet for the creation of 4 single-family residential lots on a vacant 1-acre parcel. A variance is required. The Planning Commission is authorized to approve the variance. 

LU-2022-0397 For Possible Action: Discussion and possible action regarding a request from Tom Metcalf (“Applicant”) for a special use permit (“SUP”) to allow for a guest building greater than 1,000 square feet in size on a property zoned Single Family Residential – 1 Acre- Planned Unit Development (“SF1A-P”) located at 2669 Skyview Court, Assessor’s Parcel Number (“APN”) 007-671-09. Staff Summary: The final map for this subdivision was recorded in mid-September 2022 and the parcel is currently vacant. The Applicant has stated the primary residence will consist of a total of ±3,670 square feet with ±2,771 square feet of living space. The Applicant is seeking an SUP to allow for the construction of a guest building totaling approximately 1,176 square feet of living space in association with the construction of a primary residence. An SUP is required. The Planning Commission is authorized to approve the SUP. 

LU-2022-0445 For Possible Action: Discussion and possible action regarding a request from Lamar Advertising Company (“Applicant”) for a special use permit (“SUP”) to retain an existing billboard on property zoned General Commercial (“GC”) located at 4440 Hwy 50 East, Assessor’s Parcel Number (“APN”) 008-281-11. (Heather Ferris, hferris@carson.org

Staff Summary: The applicant is requesting to retain the existing billboard in its present location. No changes are proposed for the billboard. Per condition of approval #4 for LU-2021-0346 approved in 2021, the SUP expires on October 31, 2022, unless a new special use permit to continue the use is acquired by that date. The Planning Commission is authorized to approve an SUP.
