Education:

Why are you running:
First -- I would not have run if our current Clerk Recorder had run again. I appreciate what Aubrey Rowlatt and her team have done for Carson City.
Second – I care about Carson City where I will eventually retire. My wife Lily and I have raised to great young adults, and they are off with their careers.
Finally – my actual work experience is perfect for this position. I want to restore voter confidence in our election and focus on our voter rolls. Bring a focus of Customer Service in all departments to Carson City residents and be more transparent utilizing technology tools at my disposal.

Briefly describe the core duties of the position you are running for.
Managing a team of professionals with the highest level of integrity and service for Carson City. Following the rules and regulations set by the City and State - There are five distinct and separate departments – Public Meetings/Public Records Clerk, Marriage/Notary Clerk, Elections Clerk, Recorder and Carson City’s Public Administrator.

Brief statement about platform:
This is a nonpartisan race for one reason – to serve ALL Carson City residents regardless of Party. I want to run an efficient, customer focused office with the highest level of integrity, honesty, and customer service. Election and Voter Integrity are critical to a fair, open, and secure election. The biggest question or concern I hear surrounds our voter rolls and I look forward to working hard at cleaning them up within our rules and regulations. Restoring Voter Confidence is critical, and I can do that by reaching out proactively to our community.

My title insurance background along with my technical skills will make a difference with the recorder. I have experience working with the real estate community and want to ensure the best experience possible with Carson City. Promoting the Recording Activity Notification System will be a focus.
I look forward to working with our Board of Supervisors and legislators I have relationships with.
I am excited to take on this full-time effort with a career change from Title Insurance. I am up to the challenge with all the experience I bring to the office. Go to my website www.Hoen4Clerk.com to learn more about my platform and read my blog.

What makes you the most qualified candidate for this position:
I am the MOST Qualified candidate with ACTUAL Work Experience with Carson City as an Election Poll Worker checking in voters and seeing everyone’s eagerness and wanting to show their Identification so their vote counts. I am familiar with the hardware, software and systems utilized. Carson City uses ES&S and not Dominion.
I have relationships with the NV Legislators, Secretary of State and other Clerk Recorders from Douglas, Storey, and Nye Counties. I know the process to create BDR’s and have seven Bill Draft Requests already written to submit when the Legislature is in session.
I have worked with Recorders offices across the country utilizing public record data building systems to improve efficiencies. I have over 30 years’ experience in the Title Insurance industry rising from Sales and Marketing to key executive positions managing hundreds of employees and multimillion dollar budgets. Increasing revenue, increasing market share, increasing bottom line all starts by taking care of employees. Happy employees will increase the level of customer service to our community and the other numbers just follow.
Carson City has a budget of over $1.5 Million and I am the right person to maximize our dollars to get the return on investment. I look forward to utilizing the technology fund to improve customer service and operations for staff and our clients.
Understanding TECHNOLOGY is critical to the Clerk Recorder’s Office. My experience with database management, system design, development, training, and successful implementation of several nationwide applications interfacing with City/County public records data sources from the assessor and recorder’s office.
Lastly, it has been over thirty years a Clerk Recorder employee is NOT running for the office, and I feel I am the MOST Qualified with ACUTAL Experience to make an impact day one. I would appreciate your Vote!

Briefly describe the core duties of the position you are running for.
The Clerk-Recorder is the keeper of all Carson City records including, all books and papers belonging to the city, accurate journal of all board meetings. They are also the public administrator and the manager over the departments of property records, elections, marriage licenses, and notary bond filings.

A brief statement about your platform
The unrest and distrust of the public in government especially concerning elections and public education is at an all-time high. School board members and country clerks around the nation have become the targets for this distrust and anger in the last two years. As Carson City Clerk-Recorder, I can use my experiences from both the public and private sector to continue the integrity, safety, and trust that has been established by the past clerks while moving the office forward during these challenging times. I will use my skills in collaboration, compliance, and management to keep the department's efficiency, transparency and accessibility to the level the public has come to expect.

What makes you the most qualified candidate for this position
I am a proud Carson City native. After graduating college, I moved back to Carson City to get married and raise a family. This is when I began my many years of service to this community. For 14 years, I worked in the gaming industry, finishing off as the General Manager at the Carson Horseshoe Club. The last 13 years, my husband and I opened and ran a small business - McCulloch Home Services, until his passing last year. At the same time, I was appointed and then elected and reelected to the Carson City School Board where I am currently serving the last of my 18 years. As a member of that board, I held many leadership positions locally as well as at the State, Regional, and National levels. As a School board member, a manager in the gaming industry and business owner, I learned to, first and foremost, be a compliance officer. There are laws and regulations within the Nevada Constitution, the NRS, the Carson City Charter and our municipal codes that must be followed in the gaming industry and in government. I have become well versed in these regulations including government budgeting, employee relations, contracts, and the open meeting law. I am committed to serving my community as I have in my non-partisan appointments to the Parks and Recreation Commission, the Carson City Charter Review Committee and NIAA. I was also appointed by Governor Sandoval and reappointed by Governor Sisolak to the Governor's Advisory Council on Family Engagement. I have served my community with integrity, honesty, transparency, and passion. My experiences and leadership in the public and private sector make me the most qualified candidate for this non-partisan position and I am ready to fill the role of Clerk-Recorder.
