During a regularly scheduled meeting earlier this month, the Fallon City Council reviewed a previously approved agreement, heard the October 2023 Fallon Police Department report and approved a liquor license.

The council unanimously voted Dec. 5 to affirm the conditions originally set during a council meeting July 5, 2022 in an agreement with Sierra Manor Townhomes property owner Farrokh Yazdi. He had submitted a request to alter the requirements for paving an alleyway adjacent to the complex which serves as sole access for a majority of the units. Yazdi had originally agreed to a complete repaving of the entire alleyway between Whitaker Lane and Tedford Lane.

Referring to the minutes from the July council meeting, City Engineer Derek Zimney, Mayor Ken Tedford, Chief of Staff Bob Erickson and the council reviewed the list for compliance and possible further conditions.

At that meeting Yazdi had requested permission to convert the existing apartment units into townhomes/condominiums for individual sale. Approval was granted upon certain conditions being met prior to the map being recorded. Zimney said that to date Yazdi had only completed two of the seven listed conditions. A driveway and portions of the sidewalk on Center Street have been replaced to meet city and Americans with Disabilities Act standards.

Zimney said that Yazdi’s submitted revised request to replace a third of the alleyway and treat the remaining two-thirds with patching, crack-filling and sealing does not meet the council’s intent of the original requirement.

Councilman Paul Harmon and Councilwoman Kelly Frost said they had been in attendance during the July meeting. Frost said she felt that the conditions set in that meeting were very clear. Tedford agreed, adding he feels the priority is to take care of the 30 families who live in the units. Yazdi’s revision request was denied.

• In another agenda item, Fallon Chief of Police Ron Wenger read a summary of the police department monthly report for October.

The department reported a total of 804 calls for service, down by 37 from the same time last year. A total of 40 arrests included 14 felony arrests, two gross misdemeanor arrests, seven misdemeanor arrests and five juvenile arrests. Officers also issued 25 moving citations and 89 traffic warnings and handled 20 traffic accidents.

The animal shelter services provided assistance with 75 animals from the county, 50 animals from the city and five from tribal areas.

Volunteers in Police Service completed 54 service hours, 10 of those with Domestic Violence Intervention’s “Hands Are Not for Hitting” project at the schools.

Special detail highlights included participation in the “Prescription Take Back” event at CVS Pharmacy and visits to Lahontan Elementary School and Oasis Academy. Police escorts also sent off Churchill County High School and Oasis Academy sports teams to state championships.

Officers provided a patrol presence during trick-or-treating throughout the city and attended the Search and Rescue Trunk or Treat, Barktoberfest and the Maine Street Spooktacular.

• The council also unanimously approved Stephanie Penfold for an on-premise liquor license at P’s & Q’s Tavern at 85 S. Maine St.
